The real starting condition: AIRE
A passport cannot be issued while your AIRE registration is not correct: right office, current address, civil status in order. It is the number-one cause of stalling, and it is settled before, not during.

The journey, in order
The logic is always the same: an AIRE in order, current civil status, then an appointment through the competent office's official channel, and finally collecting the document.
What costs time is not a hard step in itself, it is the order. Asking for the appointment before settling the base often leads to a file that goes nowhere.
Adults, children, and the south of the country
A child's passport follows particular rules, notably the consent of both parents and a child's civil status already in order. It is not a simple variant of the adult case.
